This is an actual, verbatim representation of Orwell's vision for the future (today's present). There isn't any needed for interpretation, it's literally 1984.

I would suspect that they have a choice...either agree to it...or have their children taken away.

They are unfit parents so to avoid taking their children away they are being supervised in an effort to allow them to keep their children...so your analogy is senseless.

No it's not. If they are unfit then their chidren should be taken away period. If the only way these parents act correctly is because a camera is watching them then they shouldn't have their kids anyways.

You may be correct about "they should be taken away period"...but if through supervison the parents can learn to be better parents...it is almost always best for the children to remain with their parents rather than be shifted to foster care home after foster care home which is the way of foster care. In addition the program is probable much cheaper than to pay for foster care.
