The problem with them sending their army over the border is the fact that most of them will desert and disappear.

Not all of N. Korea's army are loyal. They're property like slaves and are ill equipped and nearly starving with no freedoms whatsoever. A run over the border would be their opportunity to escape.

A ground war of N vs S would be fatal for the North considering how outdated their equipment is in comparison to what the South has.
