The sites that have cam model referral programs have pretty much been posted through this thread... AWE pays the highest over the short term... 36% and 18% of what the model earns for the models' first year. Camz pays 5%... lifetime... as far as I know. NeonDollars (NeonCams) pays a flat $50 per model with the conditions that the model must first earn $100 and you as an affiliate must earn $100 in sales. Webcamclub.com (DatingGold.com) doesn't have a "published" model referral program, but they are open to working a deal with you. You might also query CamDough.com. There are a couple of other sites that have "published" referral programs, but they're small sites. The issue with these smaller sites is that they don't have the traffic that programs like AWE, Camz and DatingGold have. So, your models would probably not be that busy making money... which of course, would be counterproductive to what you want to accomplish.
