No, you're totally wrong in this case. It was never said that anyone banned under the 'new regime" would be banned for life. It was on the third strike you were banned for life.
What's confusing you is those people that had already been banned over and over again, like Alien and Jon came back on their third strike. For them, one more and it was for life. Danza was never part of the crowd. He wasn't banned when the new regime came in.
