I have been working with a PHP developer in Russia who has been doing odd jobs for me here and their, a good honest guy and worth more then $300 a week.

Since we are mostly a C# shop, i don't have any work for him.

He is a pure PHP guy, does not want to touch any thing else. He says he is good at what he does so he will stick to that.

i always felt that paying people for time is something you do if you can supervise them, otherwise per project, does he do anything like that?

Talk to him. He was working for me thought odesk.com which allows you to moniter his work. I am a developer too so i kind of know if some is doing work or fucking around.

If you need someone that can do coding other than PHP that might have fees similar to that, let me know. I know a guy, Russian as well. But is just finishing up a MAJOR project.
