You really need to blame the local city councils that pass the laws, not the cops. When I was a reserve deputy sheriff in AZ the thing that I HATED was when we would have to do prostitution sweeps on Washington ave. Dumbest crap that we had ever heard of.... If a girls gives it away all day it's ok, but charge a nickel, and it's a crime. The only thing was, we had no choice. Local citizens would bug the city to do something, and the city would order the S.O. to go do a sweep.

The cops job is to enforce the laws... and they don't always enjoy it. Be mad at the
people that write the laws, and the local groups that bug the city to enforce them.
