I hate how some potheads are using it as justification as to why they can smoke more. "He smoked and hes like one of the greatest athletes of all time."

Most people I know who smoke are lazy bums and smoking just makes them feel ok with their lack of productivity.

Seriously dude, the more you post the stupider you look.

There are two different banned substances lists compiled by USOC, WADA and the IOC. There is 'in competition', which are drug tests given during a sport's season and 'out of competition', which are unannounced, random tests given in the off season.

Since athletes frequently undergo surgery and therapy in the off season the out of competition banned substances list is far more lenient. For example, pot isn't on it.

So Phelps will not face sanctions for his actions.
