Could someone tell me what the following code comments mean?

write how much show last subjects, show
posts. write the ID for those that you don't want to show the subject or post
write the length above which the links will be replaced by Jakas dl

lollll i asked my polish friend to translate... he translated it in french and i translated to english so its ok if it doesnt make sense lol
