Before you do anything, contact the owner of the cat if possible. You said the cat has a tag, but that does not mean that the cat was not abandoned. A lot of people just put their animals on the street when they do not want them anymore. If you can't find an owner have animal control come out and get the cat. Killing the cat is really not the solution. That would just be plain mean.

If you are being serious first contact the owner then animal control. I actually just dealt with something like this. My neighbor has a cat that he lets out all the time. It comes over and uses the sawdust in my flower/plant beds as its personal litter box then crawls up on the hood of my car and sleeps. Last summer it got under the house somehow and got up on an air duct to sleep and caused the duct to collapse and fall off.
That was the last straw. I had asked him a few times to help me keep the cat from shitting in my flower beds getting my car covered with muddy footprints, but he pretty much ignored it. When I actually had to repair my house because of it I contacted him and told him what had happened. He promised to take care of it. Two days later guess who is back under the house? I contacted animal control and they gave me a couple of live catch cages and helped me set them up. They went over to the neighbors house and told him that if the cat was caught in the cage he would have to pay a fine to get the cat back. It wasn't 2 days before the cat got caught in the cage under my house. Animal control took the cat away and I told the guy what had happened. He wasn't happy, but he went and got his cat back and there hasn't been a problem since. |

Actually just poor ammonia around the trash cans. Cats and raccoons will then leave it alone and move on without being hurt. Or go to the hardware store and get small animal repellent and place that around the trash cans.
