                                      I never heard of a president that made legislation.
                                      He can ask congress to debate legislation.

                                      I'm pretty sure the president cannot "make" laws. (barring emergency powers)
                                      Weed is probably not an emergency even though it feels that way.

                                      He can only propose laws and then congress will have to vote to pass them.
