Can someone request a quarterly, bi-yearly, or end of year pay dump despite if they reached minimum?

I typically have no issues meeting such minimums. I just happened to recently (last week) calculated all of the sites that only did 1-2 sales total. They have horrid ratios for some reason - I cut traffic as I could not send good after bad anymore. Yet I am technically owed thousands of dollars in such sales. Since that discovery, well I think I want to be more careful.
