That msg appears only when the max submissions are received. When the new galleries reviewed it disappears.

Have you ever seen it dissapear? I have not seen it dissapear in 4 months and I post at different times on different days. Just wondering if it ever really went away.

I've been able to submit a few times early in the morning.. like 6 or 7 am CST
