Actually it stands for any government. Marine Law does recognize that State owned vehicles (ships) are entitled to sovereign immunity and are not considered to be available for salvage.

That is typically how they identify ships. Pretty sure they have not actually located the gold that should of been on it.

Not if it's in international waters. This was found in the English Channel which is why the govt gets the rights.

I watched some treasure hunter documentary thing on one of the science type channels, can not remember which one - oddly like a week or so ago.
They said on more than one occasion that any military wreck they find belongs to the country of origin and that after identification and such they need to gather permission to continue with bringing any up. This was not only in local waters and well into international waters.
They also spoke of the BS of how all ships need to register and are plotted on electronic maps that anyone can access live. How many other people watch what they are doing so they can possibly swipe any discovery that they make. They had located a wreck near a pretty large shipping lane and got really concerned so they left it for awhile and went to explore something else before heading back. That way they could watch the internet boards and stuff for any extra chatter, in case people got suspicious of them finding something again.
Then nearly everything revolved around the number and size of the cannons. They could figure out by the firing weight of cannons, the class of ship it would of been. Then get even more information from the individual cannons after that.

Honestly have no reason why I even watched that show that day, it just came on in the background while I was working.
