Plenty sites do it, to say if they pay royalties to do it is another thing. You would have to get someone to complain before yo got in any trouble, doesn't make it right though...

if you do it with cool bands like Fugazi (who doesnt care about copying music or bootlegs etc) then its no problem, but if you do it to bands who are owned by the BIG RECORD companies: Metallica, Toool, crap etc... then its no ok lol

Illegal. They are somebody's intellectual property, thus you will need their written permission in order to publish them legally.
