Ibill Non-US Webmaster Payments

From the new Terms and Conditions at Ibill

5.8.3 Payment to an Address, Bank Account, or Payee located outside of the United States. By accepting this Agreement as provided below, Client represents to iBill that any payment on its account to an address, bank account, or payee located outside of the United States of America is neither income from sources within the United States nor income effectively connected with the conduct of a trade or business within the United States. iBill may refuse to deliver payments outside the United States of America for any Client with respect to which the foregoing is not true unless Client furnishes iBill with documentation required by the Internal Revenue Service for such payments.
What exactly does this mean for Non-US webmasters ?
If your hosted in the US and use Ibill can you agree to this ?

I'm still waiting on the reply that my account rep promised me to clarify this clause.
She claimed she didnt know anything about that clause and would find out about it and email me back. (Its been a week now)

hosting has nothing to do with it....

It's called covering their asses with the IRS / Visa etc...

I think it means that they will send the money to a bank account that is not in the US as long as you can prove that the sales you made to earn that money were not made in the US.

So being that ibill is a US company doing the billing, where are the sales made ?
In the US or in the country that you are based in ?
