From the article it looks like the boom was on a power line and that is how he died. Likely more than just him would of died.

they could have moved the truck...

you have 3-5 minutes to get cpr started and that looks like a young guy which means you have a better chance of revival...

they should have laws about safety training..

you can clearly see that he moved the boom back while not paying attention to power lines and touched the bucket against them...
