That's "Hat Maa" or in English, "Dog Beach" and it's always filled with dead dogs. People throw them here when they run them over, shoot them, beat them to death or when they die of old age. The tide comes in and carries the bodies to sea.
It's not uncommon for them to dump people here too. At least that is what the news says.
