Vague question... Join page linking only makes sense if you are preselling them in another way, like your own hosted tour or maybe a more elaborate sales presentation on your site... Linking a banner to a join page would be a huge waste of traffic.

Yeah only times I link to the join page is when the ad is on a high quality gallery page or free site which only caters to that specific sponsor with sponsor content. All other ads go to their tour page(s).

Yeah.. oh and another thing, don't buy traffic from ANYONE and link it to a join page... it will be one of the most expensive lessons you'll ever learn...
 Not that I did that... but just sayin...

Depends on the pre-sell, for some sponsors I go straight to join.
