if a few passenger on that bus had a concealed weapon, you would bet your sweet ass that guy would be alive, or at least not have been decapitated

like for example, this would never happen in Alaska, everyone carries a gun in Alaska.

99.9% of unarmed people would flee from the situation exactly as those people did. The few would brave to keep the guy locked in the bus to keep everybody else safe. People with armed with guns would simply blow that SOB away.
