No, not nessicarily, is drinking tea and loving football in the UK based on religion? Is country westerns in the USA based on religion? according to islam, there is no difference between the culture and religion. Islam is a way of life and it defines everything. Therefore, in Islamic countries secular laws don't work because they totally contradict with Islamic traditions and understandings. You should talk to an Islamic scholar about this. You're not a Muslim, you were born in Bangledesh into a Muslim family probally, you are only a Muslim if you practise Islam, which you ovbiously don't since you are on this website. How can you say there is no difference between culture and religion when culture can go back before religion existed? In Arabia, if people were to have a baby, and it turned out to be a girl, they would bury her alive because it was seen as bad to have a girl. Things like this used to happen in Europe A LOT up to 50 something years ago.
