          doesn't have to be done in photoshop, just use a flash on the camera.

                          I think id have to agree it looks like HDR process

                          3 or more images taken for highlights, midtones and shadows then combined in Photochop.
                          Not easy to do on a normal camera without a tripod and a non moving subject ??

                                                                                  Looks to me like HDR then after HDR is done create dup layer, then apply either bit of a plastic wrap filter, or maybe paint dab filter or something, then drop opacity on that layer. Def cool effect.

                                                                                      Have you looked at ATNCentral.com? They have some actinos that could definatley get close to that if you mess with the levels - a light urban acid might do something close or they have HDR actions.
