Is there any way to write a post, and give it priority? So like it stays at the top all the time and new posts go under it?

Also... anybody recommend a good gallery plugin?

For gallery plugin I recommend uugallery.
yes there is a plugin right that but it is private, try http://miracles.heaven.fr/wp_stickpost/

To keep a post at the top, you can use a plugin like Sticky Post or Adhesive

Either one will do that for you
