you need paypal from a business account or you can only epass to a business account and want paypal?

I have PayPal funds, I need to pay someone who only has epass.
They are located in the Philippines so apparently you need a business account to transfer money there.

Or someone could open a gift account for those people and send money there.But that would have sense only if there is bigger amount needed to send.But again,if you plan to send a lot of time money to those people,then i could create gift account.
