This is what probilling.com says about the Visa issue:

Visa and MasterCard have indicated that are levelling new restrictions against some of our competitors.

Several billing companies recently issued announcements outlining the new restrictions, including as much as $750 immediate registration fee and a $375 annually recurring fee and a prohibition against processing for merchants in countries where they don?t have a physical presence. The new guidelines take effect as early as November 1st.

Due to unique international banking infrastructures, proactive, long term corporate strategies, and our parent company?s successful high risk processing history, proBilling is proud to offer an alternative to the newly announced credit card policies.

proBilling is not charging account registration or annual fees. proBilling accepts applications and processes online transactions for websites worldwide.

The proBilling staff would like to thank you for your continued patronage and welcome new merchants to the proBilling community.

I contacted them. Their rates are low and they seem "ok" . But I still would need to have some feedbacks from people using them before considering them seriously.

Yeah, same here... their rate are low so that's a good thing if they don't scrub too hard and work well. We should not be paying 10%+ from now on with those regulations.

They're gonna be at Internext, so you could talk to them in person there.

It may be of interest to Canadian and international webmasters - Probilling are based In Canada. Not sure of the relevance of this when you may have finished speaking about "cross border trading" tho *g*... but may be worth something.

We use em for some stuff at the moment and they seem pretty OK....

Hi,

I'd like to introduce myself and proBilling to the GFY membership. ProBilling is a third party possessor specializing in high risk processing. Our sister company www.NETeller.com has become the industry standard for peer-to-peer (like PayPal) transactions in the gaming industry for over 3 years. This experience in processing has enabled us to develop a billing service, extending NETeller's reputation for reliability, customer service and competitive rates for the Ecommerce and adult market.

ProBilling was introduced earlier this year, capitalizing on an existing international banking infrastructures and long term corporate strategies to offer an alternative to current online billing services and credit card company regulations.

We processes Visa, MasterCard, e-checks, 900billing and soon to be accepted, Diners Card, Discover and JCB. ProBilling has the industry's lowest processing fees at 9.5% for credit cards, e-checks, 900Billings and 3.9% on NETeller transfers. Our hold back is an industry standard 10%.

It's true, proBilling is not charging account registration or annual fees. ProBilling accepts applications and processes online transactions for websites worldwide. We are not required to report individual proBilling account holders? personal or financial information to any credit card companies. ProBilling does not charge any sign up or set up fees, there are absolutely no hidden costs.

We realize your cashflow is important, our account payouts are weekly and there is no payout holding period. We have a weekly cut off at midnight Saturday, and we pay out for that week the following Thursday.

The proBilling team is very happy to be part of the GFY community and we look forward to answering inquiries and working closely with webmasters to develop long term growth, your growth and ours.

Thank you for taking time to read such a lengthy post, I'll try to keep future posts brief and to the point,

Colin

Calgary, hmmm? Excellent. I had secretly hoped to find a Canadian solution to this new billing madness.

Colin, how long do you think it will be before the IPSP regulations catch up with us Canucks? Has there been any significant dialog between Visa and Probilling? If so, what is their stance on you?

Hi Pine,

ProBilling does have our head office in Calgary, Alberta, Canada and we look forward to doing business with fellow canucks!

Our Processing and Banking relationships are international and we are bound by international credit card and banking regulations. International regulators have a reputation of being more cooperative and giving much more advance notice of upcoming policies. We have established great relationships over the years with these regulating bodies by keeping our chargebacks low.

As in the past we will be looking ahead to position ourselves to work with our banks and our customers and find innovative ways to keep doing business online.

Hey for what it's worth, I met the Pro guys down in Holywood FL and was very impressed. I've recommended you guys to a few clients since then but it's hard to get someone to take a "risk" with a newer company after all the crap that has gone on over the years. Just the same, I wish you guys the best of luck here. You seem refreshingly straight up.

I still want to speak to you guys about nailing some reporting elements that none of the other processors seem to want to get straight. =]
