Here's some advice from a girl.

The dress is very cute. It looks pretty light (although it's not cotton) and something that would be great to wear to a summer backyard BBQ or picnic with family and friends. It's very summery, since it's sleeveless. Yet it's closed at the top, which makes it a good choice for mom. (A dress with spaghetti straps wouldn't be, since it would be "too young" for mom.)

That said, I'm not sure how good a gift it is from a son. It could be a little awkward, but it depends on a lot of factors. Does she wear dresses often? My mother does not, so it'd be something she'd only wear sporadically to things like summer get-togethers. That makes it more of a gift from a husband or even a daughter. If she wears dresses all the time, that makes it different. Another thing is have you gotten her anything like this in the past? It'd be a little weird to get a dress after 20-25 years.

It's really in the connotation of a dress. They're just not worn that often anymore, so giving one as a gift takes on a very different flavor. As "semi-formal" wear, it might be a little strange to get one from a son. For instance, I have a friend who's a guy that I've known for like ever. We're super close.
