"Project Shipboard Hazard and Defense" (SHAD), was a program started in the early 1960's, to learn the vulnerabilities of US warships, during chemical or biological warfare attacks. Under "Project SHAD" were 113 different "Operations" or tests.
US Naval crews and Marine personnel were sprayed with various biological and chemical germ warfare agents, and simulants. Some ships, and Marine personnel were sprayed from overflying aircraft, while other tests on ships were being sprayed by aircraft carriers, which were upwind. While some high ranking personnel may have had knowledge of what was happening, most of the ships crews did not.
Project SHAD was controlled by The US Army Deseret Test Center, later to be known as Dugway Proving Grounds, Utah. For over 35 years, The Department of Defense said, "there was NO Project SHAD".
Today the DoD admits that it tested the deadly nerve agent Sarin, known as VX, or biological toxins on American Servicemen, but said the information was "classified".
Lately the DoD agreed to declassify all of the 113 "Operations" and inform the Department of Veterans Affairs (VA) of the findings. Presently 12 of the 113 have been declassified, although the information being released is very limited.
The Department of Defense is not releasing ALL the information needed by the Veteran, which would allow him to apply for treatment in a VA facility and to file a claim for service connected disability compensation.
Only about 600 veterans of the estimated tens of thousands of those exposed to warfare agents have been notified they could be suffering from related dangerous health effects, according to VA and Pentagon officials....

If it were pigshit, then there would be explanations for everything. I think history books 100 years from now will say that certain people within the US government (and other governments) had a pretty good idea of what was going to happen.
I don't have any specific theory, but I do believe Israel may have played a key role. They have benefited greatly since 9/11, as have American energy interests.
The story of the "mural van" is interesting in that the US media has blacked the story out. This van driven by middle eastern men had a painting on the side of a plane crashing into the WTC. This, while 9/11 was actually happening.

Please tell me how that works, and I'll repeat myself: in 1999 a small jet carrying pro golfer Payne Stewart had a tragic issue with oxygen on board, and all the people died not long into flight, and once they didn't respond to their transponder, F-16's were scrambled and had visual contact WITHIN 10 MINUTES.
How do 4 commercial airliners -- less that two years later -- do a 180 degree turn off course, fly into the largest US city and the Pentagon after 40+ minutes in flight, and NOTHING was done?

There were people in our Government and other Governments that were aware that we were under threat and there were people in our Government that were aware that airplanes might be used...this is now common knowledge. The problem was that everything that was known by different agencies was not centralized and was not presented in any coherent way. Even then no agency knew of any specifics but if the information had been centralized and presented in a coherent manner possibly...just possibly the plan could have been disrupted.
Just as we knew that we were under threat by the Japanese we did not know specifics and wrongly believed that the attack would be made in the Philipines (even so the commander at Pearl Harbor was told to prepare for an attack but he only took half hearted measures and was relieved of command after the attack).
Mistakes were made. Supposedly all information is now centralized but it may not prevent another attack. Mistakes are the norm.When you're running down my country hoss...you're walking on the fighting side of me!

Easy answer...the military was immediately notified by the cilvilain powers that be in that instance...and was not immeditately notified during 911. There was confusion among the civlian powers that be (mistakes made) and they failed to notify the military in a timely manner. The military did not track domestic flights (they may now) they tracked flights entering the CONUS.When you're running down my country hoss...you're walking on the fighting side of me!
