A few years ago I applied for and passed the Los Angeles County Firefighters Reservist program.
This is very basic SOP. You ALWAYS put the apparatus between you and oncoming traffic. Better to block a lane and have a traffic jam than have a dead rescue worker on the side of the road.
I'm sure that's taught in all fire departments, as it should be.
