There was a guy in my neighborhood that I always saw walking except when I saw him in the tourist area. Then he was in a wheelchair begging for money. Maybe this was a mistaken identity thing. It's still wrong to dump the guy out the chair no matter what though.

That is untrue. Your definition between a paraplegic and a quadriplegic is not if you can move your arms or not, it is how high your level of paralysis is on your spinal level. So thus some quads have partial or a high level of arm movement though their level of paralysis is usually above the tit level.

My legs jiggle all of the time as well. Does not mean they are controlled. They are spasms. They are very annoying and happen all of the fucking time, often very rapidly as in the video. Like you can see his leg is bouncing up and down. This is just his legs muscles moving on its own. Mine bounce way to often. I have also kicked a nurse in the chest and across the room while receiving physical therapy leg stretches, same as I have had my leg contract before and snap the foot rest on my wheelchair.

Welcome to leverage pivoting. Over time your legs also become partially locked if you do not practice physical therapy every single fucking day of your life. (meaning stretching your legs and bending them at all the joints.) Then if your legs still get the stretching required they still may lock themselves throughout the day. Typically in a partially bent locked position. While this can be a pain itself, it also can be used to ones advantage. Sometimes for instance I can lean forward and lift with my arms and depend on my legs being somewhat locked and use them as a leverage pivot, you just have to be fast though or it fails and you end up on the ground.

You may also notice when he twists his body, his hips turn, and then his leg turn. This is all due to muscular contraction. Something that is very typical in a para or a quad. You may also see his hands are partially curled, this points out that even though he may have arm and hand movement it is not at full capacity. Something else you may notice is that his legs are very thin due to atrophy which is caused from lack of usage. Then do keep in mind that since a para or a quad is not walking every day and not experiencing typical gravity and pressure that causes thousands of small fractures and rebuilding of bone tissue that a typical person gets, his bones have become very brittle.
