The REAL Visa Question - International Boundaries??
I use three processors (and have rebills with all three)
1) iBill 2) CCBill 3) 2000Charge I am slowly coming to terms about all the new arrangements, but one area still confuses the hell out of me - the cross border regulations. Companies like Jettis, Glo-Bill and 2000Charge have their merchant accounts in Non US countries (from what I can gather). As I use multiple processors (like a lot of medium to large webmasters), does it mean that I am breaking some Visa regulation/rule by using two different IPSP's that operate in different countries? And if I am breaking the rules, how the hell am I supposed to fix my problem? I therefore ask all IPSP's to get an exact interpretation from Visa on this matter, and advise us, your customers on where we stand. I am sure I can comply with all the new regulations, and I will grudgingly pay $750 three times to be checked only once by Visa that I am not on any TMF. But I am stuffed if I am going to be left out in the wind because I use multiple processors. These new regulations were discussed at lenght at the Seattle ETA show, and the actual Visa documnet was created in July 2002. And we have now only days to figure out what to do. I am forwarding a copy of this thread to all my IPSP's, and I ask my webmaster bothers and sisters to forward this to their contacts in the major IPSP's to respond. Visa needs to give us an answer on this, and you the IPSP's have their ear. Please get onto Visa's back on this issue and get an official response. Our multi million dollar industry deserves a quick answer. I am sure that all our IPSP's are working hard to help us all get through this, but I worry that they are not considering this problem adequately as all I have seen is some heated debate between a couple fo the CEO's on this board regarding this subject. Where did you hear that Jettis has its merchant account in a non-US country?
