avi is no video codec - it can be anything. mostly it's used for DivX or uncompressed DV

I want to let my customer download and burn to dvd, then watch on their
dvd player.

AVI seems to do the jobs better than WMV.

Anyone contemplating using h.264/AVC with HD content should note that many computers cannot actually play this yet without dropping frames / lagging.
