tax question about paying non-u.s. webmaster

Hi, could someone help me find a solution to this problem.
I issue 1099 to U.S. based webmasters who promote and get commission from my paysite, how do I write off commission paid to foreign webmasters with no SSN? what does the law say about this type of situation?

    Thank you for your help!

They have to fill out the 1099 and as long as you tell them that you are off the hook. They are technically subcontractors to your business..

Check the IRS site maybe. I think they have to fill something out or the tax man gets you.

Listen to what Eriic said. You just 1099 them like US webmasters and your done with it.

thank you all for your comments, so you basically leave the SSN box empty?
