I know companies that have operated for years and not paid their state filing fee's.

there are several reasons why a company can forget to pay its SCC fee's. Example.. move/address change the information gets sent to the address on file as the registered agent... Not rocket science, banks still give loans to companies that forget to renew, people still do business and the goverment still takes your taxes.

For what it's worth, about three years ago I was selling a commercial building site. The simple quick deal was delayed because the law firm I was using (registered agent) neglected to pay the state corporate fees for the previous two years. This was the same 200 attorney firm that was handling the sale.
