I think any GeoIP or language redirection will do it.
The concept of it is entirely different from what password by phone can offer you now. Its not just the banner that says “Hey we speak a Russki, come like porn” its the entire network that caters for that audience. Instead of 404-ring them or sending to your friends TGP you can actually send them to paysite that will charge them to watch porn. Not only you don’t have to waste you bandwidth, you also get paid. I hope that explains it a bit.
