Consider: there are two white men and one black guy. Pure chance favors a white guy at 2:1. Now, also consider that if one of the white guys WAS the terrorist, then the other white guy would still be innocent. So, to answer your question: no, it wouldn't be racist if one of the white guys was a terrorist. It does look kind of bad that out of three people, the one black guy is evil.
