The new bill requires everyone (that includes you and Starbucks) offering an open WiFi connection to the public to be on the lookout for report known "illegal images" and "obscene" cartoons and drawings. The reporting requirement extends to cover social networking sites, ISPs, and email providers. Failing to dutifully report what you've seen (or haven't seen but are unwittingly complicit in) could leave your data seized and in debt from fines of up to $300,000.

Only 2 it turns out (Presidential candidate, Ron Paul being one of them) voted against it.

How the fuck is the average idiot or Starbucks going to know what is illegal? They might come across Little Lupe or another 18+ model in a legal tee site and figure the shit is illegal when it is not, which will cause a shit storm and unecessary raids. Also, I thought toons could not be found to be obscene? Something change with that?

So it doesn't require proactive monitoring, so wouldn't that actually reduce what is caught by the ISPs? I mean, they already don't filter because (to my understanding from talking to a top technician at Comcast) filtering some controlversial material and missing others opens them up to liability for the content they didn't filter (i.e. the argument can be raised that any filtering implies an acceptability for whatever is not filtered...and they can't catch it all). So, because of this new law, wouldn't they be less inclined to find *anything* out of fear of leaving themselves open to liability for whatever they missed?

It only passed the house and really not a big deal, It doesn't require proactive monitoring, it just requires that if the starbucks kid for example see's someone surfing for kiddie porn at Starbucks to report them which you should anyways... They pass stupid shit like this ever year before a big election cycle so they can have something to brag about to get elected again, there's no real meat to this bill...

The way I read the law it only applies to obvious cp.

Cartoons and drawings must be of cp.

If someone put cp on my network than I'm glad to report them and fuck them up, but I don't want to be held accountable if I miss something that slipped through.

Well... this was basically an attempt to sneak this completely under the radar, the act was rushed through under a procedure reserved for noncontroversial legislation, never voted on in committee, and was never posted (in its modern October 10th form) for public review.

That "Bill" was passed 409-2??

Yet another example of lunacy in action. No other western nation would tolerate this level of utter crap from any government.

Of the 409 - at least 100 were asleep and have never read the proposal, another 200 are too scared and trying to cover their asses and get re-elected by a dumb public. The remainder were probably in public toilets playing footsy or committing offenses against minors and the balance too busy having adulterous affairs.
