FTP program with bandwidth throttle options..???
What is a good FTP program that will let me throttle the upload and download of files?

I use FileZilla. It throttles and more.

Cute FTP has that feature. Under "Global Options" - Transfer tab - "Global Bandwidth Limit"

Just use Comcast for your ISP they seem to throttle your bandwidth by default based on your use of their service.
