That has always been the city policy for feral cats around here. Clearly the population is growing despite the trap and kill policy they have always had. A reasonable person would have to conclude that their policy to control the population is completely ineffective. I can't get the city or local vets to cooperate with me at all. I could do this all on my own but would run out of money very quickly. Once I leave, I'll bet there isn't a single person in this town who would carry on. Unfortunately I will probably just have to put this on the back burner, forget about it and be thankful that I don't live here.

With winter here I might see if I can get a couple of the neighbors to allow me to place these shelters on their property. I doubt it though since my goal is to humanely control the population and give them basic care and the neighbors just want the cats gone. Allowing me to place a shelter on their property would just make the cats want to stick around. They probably wouldn't go for that.
