The one partnered with the registrar of the domain that's about to drop.
There often is little to no choice when it comes to what drop service to use, if one really wants to get the domain - many drop services have exclusive agreements with registrars ... see the domain forums for more details and up to date info of the current drop / registrar affiliations. Ron
