Is piggbacking on somebody else's CCBILL account ok with VISA and Mastercard?
I have a friend who wants to know if I can give him a sub-account off my CCBILL account for a new paysite he's shooting. I told him that I'd like to help him out but that as far as I knew that VISA doesn't allow this practice and that the paysite owner must have a direct relationship/contract with VISA.
am I correct or can I do him this favor? thanks

that's a whole other issue - CCBILL does allow you to split up a sub-account into partnerships so let's say a friend was set up to receive 90% of the revenues the checks would go straight to him and it's his responsibility to pay taxes on it.
the issue is the owner of the account/sub-account according to VISA must be the person directly responsible for the content on the domains.

If the new site goes under you main account, CCBill will allow it. But...according to them, the risk is all yours. So if the subaccount gets closed and actually gets your whole account closed, CCBill is not going to help you out. It's between you and the other guy.
It's been done, people are still doing it. No problem at all. Just make sure you really KNOW your "buddy"

It's considered aggregating, which is a violation of Visa's policies. The way to get around it is to become a partner in the site and establish partial ownership. Most of these arrangements include a shared copyright clause throughout the duration of the contract.

Setting up the splits on the subaccount is already proof enough for parntership.
Secondly, VISA only checks up on NEW ACCOUNTS. Not new SUBaccount.

you're wrong - VISA inspects each new paysite/sub-account and does want to know the owner of the account and that that owner of the account and dmain is responsible for the content - the reason VISA does this is that they want to know EXACTLY who they are dealing with, anybody could 'rent' out subaccounts to anybody and upload whatever content they wanted to including CP and put everybody at risk under that merchant account - CCBILL's merchant account(s).

Apparently you have all the answers. So why ask?
I'd advise you to get your head out of your ass and hit up your CCBill rep.

i did know all the answers it turns out but I was looking for confirmation and CCBILL from this thread gave it to me.
CCBILL is on the job 24/7 i really hope there aren't any shady fucks still skirting around the VISA rules - that would be bad. at least I won't be one of them.
