don't dry them quickly, it reduces the THC content. Hang them in a dark, dry place and be patient...

Paper bag depends on if you live in an area with humid climate and/or the buds are pretty big.

If you just leave them hanging or try to speed up the process(bad idea) the out sides will dry out before in the insides.
12 hours hanging/ 12 hours in a paper bag, will let it dry evenly throughout.

I used to do it in my attic.. dark and dry with a little bitty air flow. Just take a needle and thread, stick it thru the stem or tie it tightly and let em hang. Takes a lot more than 12 hrs to do it right too.

Actually one of the best ways to remove the humidity is to take your buds and wrap them in paper towels and place them in a paper bag or zip lock. Remove all the air and put them in a dry place over night. This will remove the humidity gathered in in the center of the bud. The other way is to freeze dry them. If you nuke them, make sure to set your microwave on defrost 5 to 10 minutes depending on your power setting. Otherwise you will cook them and lose/ reduce the THC content!

First, the zip lock will aid in the growth of mold on your buds. Second, NEVER NEVER NEVER put your weed in the microwave!! Unless you're in a huge hurry for some reason. The microwave will reduce it's potency drastically. If you just HAVE to have something to smoke right now, dry out the loose leaves from your plant (the ones closest to the stalk) in a regular oven.
