When you upload to your FTP server does it go extremely SSLLOOWWW!!
like 3-4kb/s ? download speed is fine

Nooooo it's quite FAAAAAST.
If you're a virtualhost customer, you might try calling and asking. FTP clients that don't support passive mode, or do so brokenly, always, always, always suck.

Are you using normal FTP or SCP/SFTP? WebAir uses a bizarre corporate SSH. I'm still having no issue with my thoroughput to either WebAir NY or WebAir EU. You should call them if you feel you're having a problem; their techs don't usually have the time to scan random slow adult boards.

 I upload with maximum speed of uploading that my internet provider serves, 256kb/s but I am quite sure it is much more faster than that
