You can do a websearch for Russ Feingold. That is 100% him and that parking lot is 100% Lambeau Field. I go there a couple of times every season.

PA met the senator on his trip to Warsaw the month prior and Russ asked PA if he'd like to come back to the states with him and watch a Packer game, looks like it was a fun day.
