I've tried a few dozen and the absolute best I've found is PHP Designer 2007. It has the best autocompletion of functions and variables that I've seen... no matter how many includes deep you may have created them.

And the manual, doc and phpmyadmin integration is awesome.

It's beaten all the others hands down for functionality, in my opinion.

php designer is the best for me but it is not a wysiwyg editor like dreamweaver.
to code with php designer i use a template system to make the html in a separate place in dreamweaver and php code with phpdesigner.

I use Zend IDE. It might not have the prettiest interface but I think it's the most functional one. The new version of Zend is based on Eclipse and looks very nice, alas the beta crashes on me at least 3 times a day.

I've been using Rapid PHP now for a couple of years, and love it, but always looking to see what the next best thing is. Dreamweaver is good for laying out design stuff, but I wouldn't use it to code php.
