www.xfr.com is pretty good, great people.
also www.phatservers.com are very good. About the iBill scripts, iBill does the install for you. Any host that will run cgi/pl scripts, will be able to run iBill scripts. I'm sure both of the above hosts will help you with any install you need if they have to;)
