Dirt cheap would be probably more correct.
Upload of wp properly takes around 15 minutes on a good server and much longer on some of the poorer hosts around making the database will require access to your domain cpanel and only a couple of mintues. Theme installation and plugins take only a few mintues.
Real SEO for any blog (not just installing some standard plugins that are not tweaked) will take longer than the installation itself.
Black hat SEO for that price is almost surely absent.

Still if the delivery is real it is still dirt cheap.

This is an extremely crappy deal, dont do it.

There is nothing SEO about these pages at all.. its very obvious that all he does is basic wordpress installs with some permalink adjustments and a title plugin..

this is nothing that seo is about, and a basic wordpress install will do you just as good as this one does if you can handle installing 1 extra plugin.

seo isnt about the software behind it, but what you do with that software, and its clear its nothing

That's what I see - dude is selling his overpriced hosting and to get more customers, he's offering free WP installation. Very crappy deal in my books, since this type of shared hosting is not worth more than $2.99 a month but if it works for a guy and he gets some new customers... Hey, that's not my problem
