I'm not sure that all russians are scammers.
This stereotypes comes from 9x years then russian goverment destroyed and all people turn to swindle. And a lot of russians move to foreign countries to make their shit there....Many russians from old generation are still live in their 9x years. But I also now that young generation are other and they work honestly.

Russia really does need to put some laws in place and enforce them if they're going to be members of a global community like the internet. I'm not saying most Russians are scammers, but it's the Russian governments fault that the ones that are get away with it. It's basically a safe haven for internet criminals.
