It isn't complicated- this guy is just giving you a lengthy, meandering brain dump of background detail without getting straight to the point. You'd never see an article like this in Nature.

In other words, he pasted in what he could have footnoted.

Webmasters, hackers, gamers, and obsessive porn surfers know you have turn your monitor up to at least 70hz to avoid eyestrain, regardless of the rote knowledge parrotted from the observations some 20th century camera shutter pioneer whose name escapes me, and relabeled as "scientific fact". thanks for posting this. the article is a debate ender and a punishment all in one.
