Can someone point me in the right direction for a company/program/group/person that can perform the kind of SEO that will make your bollocks tingle... lol... serious i need somethin with power.

Learning SEO yourself is the only thing that can be recommended. Anyone who can take your website to top10 would not be selling his precious service and will be doing SEO for himself. At least this is what I believe.

By the way, if you still want to hire someone .. check how his own websites are ranked in serps. It will give you good idea about his professionalism yada yada
