When I lived in Ireland, I only saw black people on two occasions in four years. The first was a paramedic I saw when my family was driving past the scene of an accident and the other was a family at the airport in Dublin. A lot has changed in the last 10 years.

I doubt the % of refugees infected with HIV is nearly as high as that. The people who actually manage to get away from countries like that are usually the wealthy. You have to grease a lot of palms to get out of a country like that in a time of conflict.
