used to do something similar in Athens, Greece - depending on the last digit of your plate (odd or even) there were days you could not drive, not sure if they still do it though...

city policy of no styrofoam as well... also the only place in oregon that has city tax on prepared food.
A couple years ago when I was asst.managing a restaurant there the hippies would get irate that there was styrofoam to go boxes... no soy milk for them and their children... and they also flipped out big time one day because the veggie burgers were made with cheese.... full on pictures taken and letters written... im sure they called some sort of authority too...
